Don't be ashamed. as you mentioned, the US doesn't refund any taxes paid
by foreign or domestic tourists. In fact, the US taxes all tourists MORE
in the form of absurd bed taxes and high car rental taxes at airports. I
read an article about why car rental taxes are so much higher at
airports than at off airport locations. The reason is that airport renters. Any
are usually out of state residents and cannot get back at the local
politicians at the ballot box. The higher car rental taxes are simply
disguised as "airport surcharges."

Our nice customs probably do the same, although I have had only positive
experiences from both customs when I drive across the border alone. Now,
when Cristina, who is from Brazil, was with me, it was another story.
She saw me being persecuted by my own gov't at the border!
