I have just uploaded a revised version of my touch command to Lib 9
(Utilities). Unlike the version uploaded a month or so ago, if the file to be
touched is not found, one is created. This conforms its behavior more closely
to the touch command on OSK. Sorry I did not think of this when I originally
wrote touch.c, but I invariably touch existing files.
