From what I've read, there is *no* constraint on the use of something placed in
the public domain.  If someone puts a song, or a program, into the public
domain, then anyone can do *anything* to it, including sell it (one would think
someone would have to be pretty gullible to buy something freely available, but
I've heard that the government was sold some public domain stuff for lotsa $$$
once...) or incorporate it in a work that is not in the public domain.
