Some of the high level features mentioned are found in Forth assemblers(with 
are really cross assemblers even if running on the native chip).  Forth 
assemblers also compile code WHILE it is being written, which would allow the 
programmer to immediately be given the clock cycles for a routine.  Also, 
macros and the high level functions of the language can easily be used in such 
an assembler.
** To be fair Forth is not the only language with these capabilities, just the 
most visible.
 
The the only disadvantage of a natural language assembly interpreter I see is 
the amount of work needed to write it.
