It's not + your normal tick, it replaces it.  Meaning if you normally
regen say 20 mana, you can go down to *1* mana per tick.  You can
however recast it again to try for a better cast.  And it's definately
not capped at 30.  I've got ticks of 71 so far for a high, with the
dragonclaw armed.
