The bonus from it is always the same; the effect isnt as obvious at
higher levels, thats all.  Let's say it gave +2 accuracy.  Here's an
example:
At level 1, if your accuracy was say, 2.  and it gave you +2.  That's a
100% increase, very noticable.
At level 10, your inherent accuracy has increased from 2 to 20.  If you
wear it now, it's only a 10% increase in accuracy, which is slightly
noticable.
At level 40, your inherent accuracy is now say, 80.  If it still gave +2
to accuracy, that'd only be a .25% increase in accuracy, you wouldnt
even see it.
(The numbers above are for example only you understand..)
The same pretty much goes for all accuracy and crit enhancing items I
would think.
