it is based on the amount of exp that character EARNED while in the
gang. So if i am level 50 and dont play, but i joined a gang for the
hell of it, it wont raise its ranking. but if i am level 1 and joined a
gang and made CRAPLOADS of exp it would HELP raise its ranking.
