The newsreader programs on USENET's 'rn' package do that. They look 
at the source for the article, and use a line like:

> In article 4096@wlbr.imsd.contel.com, Pete Lyall writes:

Also, as more people add to the chain, each quoted segment gets
another layer of '>'s:

 > current replier
 >> his predecessor
 >>> and his predecessor
