Have a re-read of section 2, The Kernel, in the OS9 Tech. Ref. Manual. It tells
you why not to run user stuff in system mode...and tells how to do it .

Sounds like you have quite a witch's brew of potential faults. Good luck in
tracking down the culprit(s).
