Actually, it's neither one. It is a private railroad -- The Manitou & Pike's
Peak Railway Company.
A "cog" railway consists of a locomotive that is driven by a large gear, or
cog. The cog runs along a geared rail running down the middle of the track.
This allows the train to climb steep inclines (M&PP RR ascends grades up to
26%) without slipping, as a standard train would do. A "regular" locomotive
would slip on grades over 5% or so.
There are many of them in operation in Switzerland.
