Actually, Eisenhower Tunnel is only about 9,500 feet or so.  11,400 would
put it above timberline.  The highest point on I-70 in Colorado is Vail Pass,
which rises to 10,603 feet.
The Peak-to-Peak highway is Colorado highway 82, which begins in Glenwood
Springs, and ends up in Granite, passing through Aspen on the way.
The highest point is Independance Pass, at 12,095 feet.  The highway also
passes by Mount Elbert, which is the highest peak in Colorado at 14,433 feet.
Note:  Independance Pass is closed from October to April.
The highest auto road (unpaved) in Colorado is Colorado highway 5.  This
highway goes to the peak of Mount Evans, at 14,260 feet.  This also makes it
the highest auto route in the continental US.
