Ahhh, You can use SetDPtr() to the initial location you want.  The LineM()
to draw to the new location and move the draw pointer to the new coordinates. 
For you relative Blank moves, use RSetDPtr().  It's a relative SetDPtr
function.  If the lines your drawing are relative lines, use RLineM() to also
move the DP to the new position.
