Well, My Witchunter does 16-17% criticals (based on swings)
EVERYWHERE he goes, wether it be Crystal Tunnels, Fortress, Obsidian
Passage, or Darkwood forest. I KNOW that is not just 'coincidence'.
If a swing has been chosen to HIT, it has already FAILED a chance to be
a critical. Criticals will stay the same amount where you go, wether
you average combined accuracy of 95% or as low as 50%... based on swings
Critical holds TRUE everywhere. So, IOW, no, you don't crit MORE in the
fortress as the torchlit, you merely WHIFF more thus pushing your
critical rate (crits/hits -- incorrect version) up higher, or so it
seems.
