Of course -- that's what happens already. The point is that thermodynamics
won't let you *concentrate* diffuse heat within the biosphere and export it
to a radiator on a tower extending into space, or blast it out on a laser,
or...

In any case, at that SF level of technology it would make more sense just
to screen off N terawatts of solar input to compensate for our excess....
or better yet, move the heat-generating industrial processes off-planet.
