I was aware of people working on using TZUTC but have yet to see it in action.
While we're at it, I believe the RFC-3339 flag goes a long way towards fixing
both past (eg obsolete two digit year in electronic messaging aka email) and
future issues (Y2038 bug). Also the totally numeric output makes it far more
universal than any other datetime stamp with alpha charaters. Also, also great
for sorting.

Understood. Perhaps it could be given a MSG2 or MSG+ format. It wouldn't hurt
my feelings any to see the current MSG header's datetime stamp get the heave-ho
that should have happened way back in 2002 if not sooner than that.
