INdeed, but remember, navigation moves troops and supplies
to the front, wherever that front is.  Do recall that Ike's
advocacy in the birthing stages of the project are why we
have the interstate highway system, and the great move to
the burbs and decay of our inner cities.
Because of the navigation consideration corps of engineers
is also ergo responsible for flood control.
