Pretty much.  I've seen some advertised in car magazines that are designed to 
keep car batteries topped off, so that your engine computer or clock or 
whatever else constantly wants a tiny trickle of current won't keep you from 
being able to start your car if you don't drive it for a couple of weeks.  I 
think for a fairly reasonable sum I can get one that will produce enough 
juice to run a scanner directly.
