Mostly, but it remains an argument against any UN type trying to raise a
stink about CAT.  If you start from the assumption that the UN isn't
basically a useless corrupt bureaucracy, then Syria could never be on the
UN human rights committee and be a country that delivering someone to would
violate CAT.
