People can and do get 33600 connects.  Virtually EVERY call my sytem makes
to my mail host (on the other side of the city) manages 33,600/33,600.  At
least 40% of inward user calls are at 33,600 too.

It does work for some people.  Maybe you just have shitty phonelines in
your area.  Do you think cable modem lines will be any better?
