this question is kinda backwards... 32 bit software will run on 64 bit CPUs
but the OS might be designed to require the provision of 32 bit LIBs and
"thunking" capabilities... the only 64 bit CPU that i'm aware,
and IIRC, is the intel itanium (again, i *think*)... if that's the right
one, then it requires the OS to provide the glue...

so the real answer is "it depends" ;)
