Parental Rights And Responsibilities Bill --HB1346
IMMEDIATE ACTION NECESSARY!
Ahearing on House Bill 1346 was held on February 14th. After four
hours in debate, the hearing was slated to resume on Wednesday at 8:30
a.m. on February 21st in the Senate chamber.
This bill allows parents to solely direct the education, health care
decisions, discipline, and religious upbringing of their children. If
a parent felt the state was preventing this, they would have recourse
under this bill to sue the state, using money from the Family and
Children Services funds.
This bill would make it virtually impossible to pass any pro-gay
legislation in the future, as a parent could sue saying this restricts
their right to dictate the religious upbringing of their children.
Eric Miller of "Citizens Concerned for the Constitution" had the room
filled with supporters of this bill. They are showing themselves to be
extremely organized and are willing to pass the parental rights
portion of the bill at any cost.
The Indianapolis Star in a February 12, 1996 article, "Parental-rights
bill romps through House", details the potential ominous effects of
this bill.
This bill has been introduced as a state constitutional amendment in
29 other states over the past two years, and our state is the first to
ever allow it to pass any portion of the legislative body. (It passed
on the House side with a vote of 70-30).
We MUST get calls in to these Senators to urge them to vote NO on this
bill!
If one of these Senators represent your district, call them and
identify yourself as a constituent.
If your senator is not listed, please call the committee members and
urge them to vote against this bill.
Send an e-mail message to Governor Bayh expressing your opposition to
the bill and urging him to work against it.

call on as many members as possible.

THIS IS THE MOST SERIOUS BILL OUR COMMUNITY HAS TO FACE THIS YEAR.
THIS COULD EFFECTIVELY END IYG AND ANY GROUPS WITH SUPPORT HOTLINES,
AS COUNSELING IS DEFINED BY THE BILL AS MEDICAL TREATMENT.
ACCESS TO CONDOMS WOULD BE DIFFICULT IF NOT IMPOSSIBLE FOR TEENS
WITHOUT THE CONSENT OF THEIR PARENTS.
THIS BILL WOULD ALSO EFFECTIVELY ELIMINATE SAFER SEX EDUCATION AND ANY
GAY POSITIVE MESSAGES IN THE SCHOOLS.
WE WOULD SEE A DRAMATIC INCREASE IN THE NUMBER OF HIV AND AIDS CASES
DUE TO THESE RESTRICTIONS.
