I'm not familiar with Maximus at all.  As I mentioned, you can add or
drop a conference by using your offline mail reader.  The message,
itself, can be blank because no one is going to see it.  In the To:
field of your offline reader, type WCMAIL; then the subject can be
either ADD or DROP.  Then upload your packet to the bulletin board.
