Well if you found two more prepaid customer who had money owed to
them you would have the making of a trip to the courthouse to
force bankruptcy on the prepaid firm.
Here in canada, it is a certain number of creditors out of the
total number of creditors and they must represent a certain
amount of the money owed to force bankruptcy or agree to terms
proposed by the debtor.
So either a few big creditors or a whole bunch of little ones can
have a vote.
