I'm afraid I'm not familiar with that one.  Maybe one of the quote wizards
will jump in with the exact phrase.  My favorite Churchill quote is the one
where he was drunk (as was apparently fairly usual post WWII) and some old
female MP from the opposition called him on it and told him he was drunk in
a condescending manner and he replied something like yes madam I am drunk
and you are ugly.  However, in the morning I'll be sober.
