depends on what the friend wants to do...
Finale is the premium notation program
QuickScoreELite is an inexpensive notation program
both do midi also
Cakewalk is my favorite sequencing program, it also does notation, but would 
not be the choice of someone interested in doing serious sheet music, but it 
is a great sequencer.
