not always... many linux DHCP servers allocate from the highest down to the
lowest in their assigned dynamic range... i work with them all the time and
cannot count the number of times that i've had to field exactly the
question of why they IPs are being given out
""backwards""... truth is that they are not... the
ordering is dependent on other factors... some of which may be configurable
