It's not that those of us in the USA don't care. Speaking for
myself, I can't go looking for a key-code I don't even know
exists. I'm not really familiar with the extended ASCII
characters and being an American I am monolinqual and have no
knowledge of how or when to use the ‚ unless I see someone else
using it and just copy them with the belief they know what they
are doing? 

I was communicating with a few people in Switzerland for awhile
and it was mentioned that my e' was incorrect when spelling a
certain person's name. I could tell it bothered him but when
you don't know you simply don't know. :-\

I'm guessing you are referring to unicode? FIDO software is
(generally) unable to reproduce ASCII above 255 and at one time
there were restrictions about not using 'high ASCII' codes. 

I do not operate a FIDO echomail BBS and never have but from
what I've read even zealots of other OS find themselves forced,
eventually, to use older DOS software for FIDO echomail
transfers and DOS doesn't do unicode. The person or persons who
wrote this old DOS software have either died or moved on to
other things without leaving the source code behind which means
FIDO may never do unicode. Without the source an entire rewrite
would be required and with the source code finding any DOS
programmers with a compatible (older) compiler/assembler would
be difficult IMO. 

With the Russians, and others, getting interested in FIDO this
may all change one day but I've not seen any real indications
of that happening any time soon. 

Imagine what the Chinese, Japanese, and others go through
trying to display pictograms onscreen. At one time I think the
TRS-80 would display 'katana' pictograms if you pressed certain
keys or something like that. I've seen them onscreen before but
can't read those either. 

The Arabic countries have a similar problem and I imagine
others I am not familiar with.
