You can install VirtualBox and run Win9x under a virtual machine-it's what
I do here on a few programs that won't work under WINE correctly and
there's no other open-source substitute for the programs.

From my experience, you are going to be very hard pressed to find anything
that is still supported for Win9x, browsers or not.
