That is correct.  Beyond that, the federal government  (FEMA) is redrawing
flood maps for the area. Until those done neither insurors nor homeowners
know what is required of new construction or renovation.  Pre-Katrina the
government did not require flood insurance in much of New Orleans.  That is
going to change, but the changes are not yet defined.
