Well to steal a paraphrase of your line, I guess its how you define
"end". When there is no fighting going on and when the lines are
stabilized and non-movable, then the war is over.  I'll give you a kind of
very mild cold war could be said to still exist, but that's no different
than saying we are keeping an eye on each other.  War as most people
understand the term is over in Korea since Eisenhower.
