I didn't want to necessarily make this a religious discussion, as those tend to
get ugly. 

However:
 1 John 4:1 ESV 
Beloved, do not believe every spirit, but test the spirits to see whether they
are from God, for many false prophets have gone out into the world. 

This verse would seem to say that not all spirits are demons, since it
specifically says to test them to see if they are from God.
