My point was that Adam who you like to attack for his posts has made
statements here that the US now seems to be adpoting. Seems to give a bit
of credence to those statements. At no point did I say that Adam has caused
US tactics to change

Planning involves much more than saying we are going to do something. It
also includes details, allows for variations, contingencies including valid
cost estimates. So far I am not impressed by the Administrations planing or
implemention ability.
