Tosser packs echomail to filebox bundle when it wants to pack archive to link when long session with link is going. There're 2 positive results: 1. Bundle is packed to link at _that_ tosser run. Otherwise (without fileboxes) pkts would be placed in temp putbound directory until next run. 2. Mailer can check and send archives from filebox after sending all BSO files.
