The pound character ' ' is available in the ASCII character set.  It is
character 156 on the ASCII chart.  If the user needs this key on their
keyboard they could modify their key definitions.   For example, in TSE Jr.
(formerly QEdit) they could add a key like:
    @F12    #156
or in TSE Pro:
       InsertText(Chr(156), _DEFAULT_)
This allows the user to insert the character from the keyboar without having
to use the ASCII chart.
