In two years as an agent for Bell Atlantic NYNEX Mobile, I have NEVER
heard of them doing anything that was remotely unethical. True, they
sometimes expect people who do business with them to abide by the terms
and conditions of their contracts. But there is nothing unethical about
expecting a contract to be honored. They provide a service for a fee. As
long as the fee is paid, the service is provided. If the fee is not
paid, the service is not provided. What is "unethical" about that?

Then you're out of luck. That's too bad, but it's not unethical for a
company to set terms and conditions on what it will and won't sell, and
then sell it only to those willing to accept those terms and conditions.
