McNealy is fond of saying this. However whether it happens or not and to
what degree in large part depends on the desires of the populace i.e.
political will. This is not pre-ordained.

 In the case of Britain, it's not just happening "naturally", but
government
institutions are actually actively colluding to accelerate it, apparently
without a thorough public policy discussion.. That's what bugs me the most.
