Actually, this is quite common for everything except desktop applications.
The host system (where the tools run) is quite often different from the
target system (where the application will run). This is especially true
where the target system has limitations based on usable memory or CPU
horsepower - both issues in many DOS development projects.

Also, don't forget the older free Borland compilers. The trade-offs are
that BC is marginally better at C++, but also a lot older technology. DMC
is newer technology, with a much better optimizer, but it needs the 32-bit
address space of Win32 to work efficiently - and of course, it has the
X-32VM DOS extender.
