Does MS Vista still come with a generic terminal communications
program?  With XP and below, you could just use the bundled
HyperTerminal
(Programs->Accessories->Communications->Hyper Terminal) to check
signal continuity back and forth.  When running ADT on the Frankin,
you could repeatedly hit D - esc - D - esc to send a sequence of "D"
characters to the PC.  You can check if they arrive to ensure all the
connection components (speed, slot, cable, etc.) are good.  There are
several points of potential failure there.

I'm not sure how that would be possible.  ADTgs (http://
www.apple2.org.za/gswv/USA2WUG/Utilities/adt/AdtGS/v91/readme.txt) was
targeted at using the built-in firmware and serial port; that cabling
would not be the same as would fit with the SSC card.

It's been a while since I used the SSC with my Franklin 2200, but I
seem to remember there being a switch that said which "slot" I would
be calling the one I plugged the SSC into (2 or 7, iirc).  I have
manuals and can check later.  But maybe you could try telling ADT to
use slot 7?  As a matter of fact... if you haven't "saved" a
configuration of ADT 1.33 yet, it should scan the slots for an SSC
card itself.

Be sure to check the baud rate.  There are two "defaults" running
around in the ADT world for top speed.  Originally, it was 19200.  But
later improvements upped that limit to 115.2kbps.  You'll want to
check that both client and server agree, whatever you set it to.

Finally, your cabling - null or otherwise - will matter.  There is the
jumper block on the SSC to consider, depending on what persuasion your
cabling is.  See:
