It's why the CAT contains the text:
"No exceptional circumstances whatsoever, whether a state of war or a

Generally those in power always look to any excuse to found the NKVD.
Monitor/control the citizens as they are the biggest threat by far (much
bigger than any external threat). Alway have been & always will be.

nuclear bombs....ohhhhh .....uuummm....well it's not like people in the
1700'es knew anything about people coming from overseas with fundamentalist
