It's why the CAT contains the text:

"No exceptional circumstances whatsoever, whether a state of war or a
threat of war, internal political in stability or any other public
emergency, may be invoked as a justification of torture."

Generally those in power always look to any excuse to found the NKVD.

Monitor/control the citizens as they are the biggest threat by far (much
bigger than any external threat). Alway have been & always will be.

Shrug. ooooh a few beardy foreigners with a foreign religion....oooohhhh

1700'es knew anything about people coming from overseas with fundamentalist
