JM> I am a fourth year education student at Sydney University, and my

JM> "behaviour
JM> disordered" but could not be found a place in a "special school".
JM> His

That's the typical effect of "emotionally handicapped" students when they
are mainstreamed here, too.
Disciplining them is made impossible, due to federal and state law that
makes suspending them near-impossible even if they do things that any
non-designated kid would be immediately expelled for.
JM> problem
JM> occurs when the Department of Education does not provide the support.
Which is typical here too. School budgets are often stretched very thin.
