Depends on when the "attack" started wrt who attacked who. the SU
"helped" their comrades in Afghanistan & then & then
& then.

so 1979-2001.....

Long time. Many odd events & many Afghans dying in nasty ways where coz
the SU had pulled out noone gave a sh*t about any more. It is possible I
met people then who were theorizing (more in sadness & frustration)
that hitting the US would change things.

It is possible that in many ways 9-11 was the last gasp of the cold war.

However OBL is demonstrably much brighter than Bush which is why he's a
primary enemy of those to whom change is a threat.

Always destroy the brightest & the luckiest first. The fact that OBL is
still at liberty (& indeed still alive) shows he's both.
