Per se, of course not. But look at it from an org theory point of view.

Anyone who has worked in a large organisation (as I have for 25 years, an
org with over 250K people) is aware that there exist "empire
builders" who are always on the look for "cover" to increase
their scope, advance their pet project, or otherwise increase their
influence. That's just a fact of life those of us who work in large orgs
learn to live with. We also learn to keep an eye open for it.

So IMHO attributing this to "the fever swamp into which American
liberalism is on the verge of descending" is a catchy but silly quote.
