   Usually that kind of behavior indicates some adverse phone line
conditions between your modem and the modems you are having trouble
connecting to.  What software and init string are you using?  If you
are able to connect to other systems at full speed then most likely the
problem is not local to you.  If you would, please issue an ATi3 to your
modem so that we can see exactly what version of the modem you have.
