Your model is wrong! The checking and creating of the lock file should be
one atomic operation!

So use:

if create bash-lock-file succeeds
  do hpt
  do htick
  delete bash-lock-file
else
  do nothing
endif

Most distributions have a command for that. For instance 'lockfile'.
