It's a way to express CO2 as a percentage of the overall atmosphere, to
give you a feel for just how small a difference we are talking about.

These numbers are mathematically correct, but they are designed to prove a
false point. It's like my example of someone increasing their body weight
by 200% to prove that it's going to throw the earth off balance, without
looking at body weight as a percentage of the total weight of the planet it
seems like this could be possible, 200% is a big change, yet when you see
the whole picture you realize it's totally illogical.
