It's a desperate measure, for sure, but it isn't a betrayal of Bush's base.
Quite the contrary: by vetoing the Dem-sponsored legislation, he can claim
to be "staying the course" (or whatever his latest slogan might
be). His true believers are eating it up.
Besides, he's veto-proof.
From the standpoint of pure political strategy, the best thing for the Dems
would have been continued Republican control of Congress. After two more
years of total control, the GOP would have been finished, destroyed from
the inside.
