From the history of the USR_MODEMS echo, it seems to come down to serious
enemy action.  Whether it's our famous local manufacturer, Austel, or the
US Government remains to be seen or leaked - but it's plainly evident that
USR has, and cannot or will not willingly release code for Australian use.

Open question - does current product actually do 33.6?  Query based on the
withdrawal of the 33.6 enabled SDL from the USR support board.
