One can track an individual optionally with the interference of government
right now. This also smacks of a hair brained idea of reducing health
costs for the elderly. Let's not have enough health workers to watch granny
so she won't wander off into the snow bank but let's have the knowledge to
know what snowbank granny froze to death in.
