Indeed, although depending upon the time of day, 33600bps is possible. 
I've found that calling the US or Canada between 2200 and midnight gives
the best link rates, presumably due to the minimal traffic at that time of
night.  What ISD prefix did you use BTW, and do you know the remote's
brand?
