The way I heard it, dementia sufferers can have good days and bad days. On
a good day they're fine to be out and about, but if the crazy hits and a
good day turns into a bad one the tag is there as a failsafe.

I'm still wary of the slippery slope, but this could really be a way to let
sufferers enjoy a more normal life in safety.
